The Bureau of Motor Vehicles (BMV) is designed to serve the resident and users of the State of Maine highways for qualifying licensing drivers and maintaining the cost of driver’s history, vehicle ownership and vehicle registration. This system is also used to track the driver’s historical data of convictions, suspensions & violations, and maintains the historical records since 1938.

 

I worked on converting the Legacy data from the Bull Mainframe to the Oracle 10g Environment. My roles and responsibilities includes:

·          Served as Release Coordinator/Project Manager for our Cambridge Release. Created all management reports for projects schedules and variances. Lead the team and helped the team with technical development requirements during the coding phase. Support Client Acceptance Testing, and work with the client to understand the enhancement changes applied to the application for the automated Eligibility module and corresponding adjustment process developed to change the Eligibility of the child.

For the State of Maine MACWIS project developed in accordance with Federal and State mandated laws to assist Bureau of Child and Family Services (BCFS) workers in the recording, tracking and processing of child welfare functions.  The project includes seven modules: Administration, Intake, Assessment, Case, Eligibility, Resource, and Finance.  Responsibilities include:

 

·          Designed and developed the Financial Management module, and participate in Joint Applications Design Discussions (JADS) for the analysis, design, development and enhancements of the MACWIS Application.

·          Enhancements involved: development of the Automated IV-E Eligibility Enhancement; migration of the existing Power Builder 6.5 application to Power Builder 8.0.1; financial payroll enhancements, including object design and coding; adding Accrual process information to the payrolls; service authorizations in the Case Module; a safety assessment in the Assessment Module; interface with the IV-D Child Support; PFC Security Changes required to use Power tools; and Medicaid Eligibility Interface Enhancements.

·          Analyzed, designed and developed the Financial Management Module.  This consisted of: Accounts Payable / Account Receivables, ledgers, budgeting and forecasting processes, contract services for the child welfare vendors, child welfare payroll, miscellaneous payroll, authorizations review prior to making payments, Bills Processing, and Administrative Services.

·          Designed and developed more than 50 financial management complex reports.  All reports were related to the State and Federal financial funds with forecasts for their three payrolls which run weekly and are sent through FTP to the State's Accounting  Mainframe System (MFASIS).

·          Wrote batch processes in Oracle to verify the payroll funding account codes, and to match the State and Federal funding after processing the payrolls.

·          Met with clients at the project site and off-site to gather data / information for the three major deliverables (Requirement Specifications, General Design, and Detail Design Documents) for the MACWIS interfaces.

·          Designed and developed the following interfaces: MFASIS (State of Maine Financial System); Title IV-D - Division of Support Enforcement & Recovery; Title XIX - Medicaid Management Information System (BMS); Title IV-A TANF/AFDC & Food Stamps (BFI/ACES); and ODRVS - Vital Statistics, DHE Water Safety Inspection.
